Deepfake Deployment: How AI-Generated Media Rewrites Reality
How deepfakes are made, deployed in elections and conflicts, and how to spot them. A plain-language explainer.
A deepfake is AI-generated media — audio, video, or images — designed to make it look like a real person said or did something they never did. The technology uses neural networks trained on existing footage to create convincing fakes, and it's getting cheaper and easier every year.
How It Works
Step 1: Collect training data. The attacker gathers video and audio of the target. Public figures are easy targets — there are hours of footage of any politician on YouTube. Even a few minutes of clear audio can be enough for a voice clone. Step 2: Train the model. AI software — some free, some commercial — learns the target's face, voice, and mannerisms. For video, it maps facial movements. For audio, it captures tone, cadence, and pronunciation. Training used to take days. Now it can take hours or less. Step 3: Generate the fake. The operator feeds in a script or desired action. The AI produces a video or audio clip of the target saying those words. Advanced tools sync lip movements to audio automatically. The output looks real to casual viewers. Step 4: Strategic release. Timing matters more than quality. The best window is right before an event — an election, a vote, a crisis — when there's no time to verify. Release it on a Friday night. Post it on platforms where it'll spread before fact-checkers wake up. Step 5: Amplify and deny. Bot networks push the content. When debunking begins, the damage is already done. Even after a deepfake is proven fake, some people remember only the original claim.A key distinction: "cheapfakes" don't use AI at all. They're real footage edited misleadingly — slowed down, clipped out of context, or relabeled with false dates. These are often more common and just as effective.
Real-World Example: Slovakia's 2023 Election
Two days before Slovakia's September 2023 parliamentary election, an audio clip appeared on Facebook. It sounded like Michal Šimečka, leader of the liberal Progressive Slovakia party, talking with journalist Monika Tódová from Denník N. In the recording, they appeared to discuss buying votes and rigging the election.
Both Šimečka and Tódová said the recording was fake. Experts quickly identified it as AI-generated. But Slovakia has a 48-hour moratorium on campaigning before elections — media couldn't report on it, and the candidates couldn't effectively respond.
The clip spread across social media during those 48 silent hours. Šimečka's party lost. Whether the deepfake caused the loss is impossible to prove. But the timing was precise and the impact was real.
This became one of the most-cited examples of electoral deepfakes globally. It showed that a single audio clip, costing almost nothing to produce, could dominate the information space at the moment it mattered most.
How to Spot It
Audio deepfakes are harder to catch than video. Listen for unnatural pauses, robotic cadence, or words that sound slightly "off" — as if the speaker learned the language from a textbook. Video deepfakes sometimes show glitches: flickering around the edges of the face, inconsistent lighting between face and background, or unnatural blinking patterns. Hair and teeth are still hard for AI to render perfectly. Context matters more than pixels. Ask: Why is this surfacing now? Who benefits from this being seen? Is there any independent confirmation from the person shown? If a bombshell clip appears 48 hours before an election from an anonymous account, be skeptical. Check the source. Legitimate recordings usually come from identifiable sources — a news crew, an official event, a known journalist. Deepfake incidents in elections have been documented in 38 countries, affecting populations totaling 3.8 billion people. The first half of 2025 alone saw 171% more deepfake incidents than the entire period from 2017 to 2024 combined, according to Surfshark.
Losses from deepfake fraud hit $897 million by mid-2025, with $410 million in the first half of that year alone. In late 2025, AI-generated TikTok videos depicted young Polish women calling for "Polexit" — Poland's exit from the EU. BBC Monitoring traced these to a Russian-aligned disinformation campaign using cheap AI video tools.
The barrier to entry keeps dropping. Tools that once required technical expertise now run on consumer hardware. The era of "seeing is believing" is over.
